Oregon CBD Laws Changed: Finding OLCC-Compliant Products

Changes are coming to Oregon’s CBD market, and some consumers may be starting to feel the impact.
The truth is, House Bill 4121, which establishes the Oregon Liquor and Cannabis Commission’s (OLCC) requirements, passed in 2024 but, given the demands on hemp product producers, will not be enforced until June 1, 2026.
And so, here we all are. Some hemp producers are going out of business or discontinuing products, and others are racing to meet labeling requirements and more. For consumers and healthcare providers who recommend hemp products to patients, it can be a confusing time.
What’s going on? What’s legal? And, perhaps more importantly, what’s still available?
The good news? CBD products, compliant with the new regulations, are still here. In fact, SuperTrees is committed to quality and transparency, so we’re updating some of our products and processes to meet Oregon’s new standards. What Changed With Oregon Hemp & CBD Laws?
The first big question many folks have is what changed? The short answer is that Oregon tightened up its rules around hemp-derived products.
It’s no secret that the hemp market exploded with legalization, and it’s taken some time for legislation and regulation to catch up. House Bill 4121 and expanded OLCC oversight prompted the state to introduce new requirements for ingestible hemp products for both human and animal consumption. These regulations do not apply to topical CBD products.
The goal of these changes is to create more consistency around product safety, labeling, testing, and the sale of hemp-derived cannabinoids.
For consumers, the changes may seem subtle, and what you see on the shelves may only look slightly different, but behind the scenes, for hemp and CBD companies, the changes require some major operational shifts.
Some of the biggest changes include:
- Stricter labeling requirements
- Updated packaging standards
- Limitations on serving size and potency
- Greater testing and compliance expectations
- Tighter restrictions on THC and intoxicating cannabinoids
- Increased registration and reporting requirements
Again, forward-facing, and we’re looking at some changes in packaging and labels, but for many businesses, this means, at a minimum, higher compliance costs and redesigned packages. However, for many producers, this also means reformulating products and navigating new regulatory processes, which can be both costly and time-consuming.
That’s one reason why you may have noticed some hemp-derived products disappearing from shelves. Some companies are simply deciding that the cost of compliance isn’t worth it.
The upside (especially for businesses like ours) is that many consumers are now paying much closer attention to where their CBD products come from, how they’re tested, and whether the companies producing them are taking quality, transparency, and compliance seriously.
Why Are Some Hemp Products Being Discontinued?
If not by now, then by June, you’ll likely notice certain CBD or hemp products disappearing from shelves. You may not be able to find your favorites or the options you’ve grown accustomed to, and that largely comes back to compliance.
For some companies, especially small businesses, adapting to Oregon’s updated hemp regulations is just not realistic from a cost, formulation, or operational standpoint.
A few of the biggest considerations for businesses might include:
- Product reformulation to meet regulations around CBD serving and dosage limits or cannabinoid restrictions
- Costs tied to CBD and third-party testing, packaging and label redesigns or updates
- New registration and reporting expectations
- Supply chain impact from ingredients and manufacturing to packaging
Many businesses will undoubtedly be weighing the costs, and some may choose not to adapt. In contrast, others, who were capitalizing on a loosely regulated market and high demand, do not have products that will meet the forthcoming standards.
For consumers, this may be a frustrating period, especially when your favorite product suddenly disappears. But in many cases, these changes will push producers and CBD products toward better consistency, clearer labeling, and more reliable hemp products overall.

Are Hemp-Derived CBD Products Still Legal in Oregon?
The short answer is yes. The longer answer is yes, if the products are compliant.
What’s changed is not the legality of CBD itself, but the standards that companies, and their products, must meet to be sold legally in Oregon.
This is where it gets a bit confusing for some, which is why some companies are opting out and discontinuing products. More specifically, not every hemp-derived product or cannabinoid qualifies under the updated regulations, especially those that include potentially intoxicating cannabinoids (THC), or those that require enhanced labeling accuracy, testing, and changes to serving limits.
First and foremost, and perhaps more than ever, compliance matters.
As we mentioned above, the good part of this, especially for companies that were already engaging in these practices, is that consumers will now pay more attention to:
- Where and how products are sourced
- How CBD is tested
- Whether product quality, labeling, and third-party testing are transparent
Initially, the costs for some may be high, but this industry shift mSeans companies will be more focused on long-term quality and accountability. Whether a company continues to invest in compliant products or steps away from the market altogether may indicate its commitment to quality and to supporting customers with the products they trust and need.
Why OLCC Compliance Matters for Consumers
While there are some major changes for producers of hemp and CBD products, this is largely a win for consumers. This isn’t just about regulations; it’s about consumers knowing what’s actually in the products you’re using.
As Oregon increases oversight, they’re also creating greater transparency, more accurate labeling, clearer dosing information, and stronger consumer expectations around testing and manufacturing practices. For consumers, that means fewer unknowns and greater consistency from product to product.
It also makes third-party testing and transparent manufacturing more important than ever. We strongly believe our customers and consumers, in general, should be able to see where our products come from, how they’re made, and whether they’ve been tested for quality and consistency.
Some companies, like ours, have always prioritized clinically minded formulations, CO₂ extraction, limited ingredients, third-party testing, and professional oversight. We see these changes as an opportunity to continue raising the bar for our products and our customers.
What Healthcare Providers Should Know About Oregon’s Hemp Changes
We’ve already had the opportunity to speak with some of the healthcare providers we work with and assure them that compliant products will remain available. For HCPs who are already incorporating hemp-derived products into patient care, this is essential.
That said, there’s clearly a shift toward higher expectations around documentation, testing, labeling accuracy, and manufacturing standards. Inevitably, some brands will discontinue products or leave the market altogether. We know some providers are looking for companies that can offer consistency, transparency, and dependable formulations moving forward, and this is a standard we have always lived by.
We’ve already had conversations with naturopaths, chiropractors, wellness clinics, and other integrative practitioners who are looking for compliant products they can continue to recommend with confidence.
We understand that, especially for healthcare providers, continuity and consistency matter, especially when your patients already rely on CBD products as part of their wellness routine.
That’s why predictable formulations, third-party testing, quality manufacturing practices, and clear documentation have always been part of our mission and why it will become increasingly important when choosing which brands to recommend or work with.
How We’re Navigating Oregon’s New Hemp Regulations
Like many companies, we’re making some adjustments in response to Oregon’s updated regulations. But for us, it’s been adapting, not recreating the wheel.
If you’re an existing customer, you know that transparency, third-party testing, quality manufacturing, and clearly labeled products have always been central to how we operate. If you’re new or just exploring us as an option, we hope you’ll come to see that we have always valued product quality and transparency.
As regulations continue to evolve, we’re updating labels, reviewing formulations, and ensuring our products align with Oregon’s current compliance requirements.
To start, we're updating our labels to meet the state requirements. The first thing you'll notice is the language "adult use only" and a yellow hemp warning sign. Nothing has changed. However, the regulations require anything with over .5mg of THC in the entire container must be labeled as for adult use.
We will also be discontinuing production of our 1000mg Full-spectrum CBD. As noted above, one of the biggest impacts is the cost of compliance. In short, there's a $400 annual registration fee per product and because our 1000mg product is the same formulation as our 2000mg full-spectrum CBD, our customers can adjust their dosage as needed.
Hint: We do have a BOGO sale until 6/1/2026!
At the same time, we still have our best-selling full-spectrum CBD products, which will continue to be available in sizes compliant with the new regulations.
